It is about laws that originated in the EU and were implemented in Germany. In Germany you are not allowed by law to service or repair your car yourself. These laws also restrict modifications to cars to original specification using only OEM parts. When a car is older and parts are discontinued by the factory or in the case of BL/Rover are defunct, you will not be allowed to use aftermarket parts. Effectively, this is a back door way to force older / classic cars off the road. This video is by the same man who has been trying to make the public aware - his focus is on bikers - that the govt and establishment have a policy of forcing the majority of motorists off the road and on to public transport as part of their Net Zero Carbon policy. The replacement of current cars with electric cars is a red herring for most road users - the required generating capacity is not being built. Govt say new internal combustion cars will be banned from 2030 and bikes from 2035 but they don't have a policy to remove already existing vehicles. They do have such a policy, it is to remove spares availability.
