Am I missing something ? Is there an easy way of getting this bumper off . Now thinking of taking lights out to get at the mounting tube . Haynes book not exactly helpful .

There should be a nut each side of the bumper hidden, you'll have to look behind the front of the arch liner and pull it out to see

Have you already got to the two bolts each side that hold the tubes to the chassis rail? If not, then look for them first, think they are a 13mm spanner size and quite well hidden...If you take the wheelarch liners off, as Jeff suggested, you'll be able to see the threaded ends sticking out and give them some wd40. Not sure how helpful the photos will be, as they are of a stripped shell with no other bits in the way... middle pic is the right way up, other two the top of the car is on the left...it isn't easy to get at as it is on a jig....
