Montego scuttle repair panel

I have a new scuttle repair panel for the red HLS, and was wondering if anyone could confirm how it is fitted.

I know that the screen has to come out and the panel has several bolt securing brackets, but I also have a feeling it is welded in place at either end. Can anyone confirm this please? Thanks
