You couldn't, until I enabled comments a moment ago. There should now be a text box underneath each picture into which comments can be entered if you're logged in.

Still don't work for me either - the Garage Gallery works though if thats any help....

Lindsey is right, functionality has to be added by usergroup and I'd missed enabling comments for full members. Try it again now and please don't tell me it still isn't working!
