It's from an early Rover 600 (no passenger airbag) but I don't have a clue how it fits a Montego as the shape of the bottom of the windscreen must be different. Stalks are from a 600. It has Montego screen air vents though. The pedals also look odd.

Can anyone shed any light on this?

Dash is indeed 600 (They are all the same) used complete (dash vents are 600 too). Not sure about the steering wheel as I think all 600's had a drivers airbag.
