Face level warm air

After changing my coolant in my 88 EFi Maestro, I set what I thought was warm air to face level vents. But I could only get cold air out of the face level vents. Managed to get warm air from foot level and screen outlets.

Is that just the way the system is supposed to work - no face level warm air?
